The Extraordinary Chambers in the Courts of Cambodia (ECCC; french: Chambres extraordinaires au sein des tribunaux cambodgiens (CETC); km, αž’αž„αŸ’αž‚αž‡αŸ†αž“αž»αŸ†αž‡αž˜αŸ’αžšαŸ‡αžœαž·αžŸαžΆαž˜αž‰αŸ’αž‰αž€αŸ’αž“αž»αž„αžαž»αž›αžΆαž€αžΆαžšαž€αž˜αŸ’αž–αž»αž‡αžΆ), commonly known as the Cambodia Tribunal or Khmer Rouge Tribunal (), is a court established to try the senior leaders and the most responsible members of the Khmer Rouge for alleged violations of international law and serious crimes perpetrated during the Cambodian genocide. Although it is a national court, it was established as part of an agreement between the Royal Government of Cambodia and the United Nations, and its members include both local and foreign judges. It is considered a hybrid court, as the ECCC was created by the government in conjunction with the UN, but remains independent of them, with trials held in Cambodia using Cambodian and international staff. Phillip Rapoza
Phillip Rapoza is a retired American judge. He was chief justice of the Massachusetts Appeals Court until his retirement in 2015. He was appointed to this court in 1998 and became the Chief Justice in 2006. He has worked internationally, serving on the Special Panels for Serious Crimes in Timor-Leste and heading a UN Criminal Justice Advisory Team in Haiti. He was also involved in programs in Cambodia relating to the Khmer Rouge Tribunal. Although retired from the judiciary, Rapoza remains active in the field of international justice and is president of the International Penal and Penitentiary Foundation.
