County (United States)
In the United States, a county is an administrative or political subdivision of a state that consists of a geographic region with specific boundaries and usually some level of governmental authority. The term "county" is used in 48 U.S. states, while Louisiana and Alaska have functionally equivalent subdivisions called parishes and boroughs, respectively. Most counties have subdivisions which may include townships, municipalities and unincorporated areas. Others have no further divisions, or may serve as a consolidated city-county. Some municipalities are in multiple counties; New York City is uniquely partitioned into five counties, referred to at the city government level as boroughs. The United States Census Bureau uses the term "county equivalent" to describe places that are comparable to counties, but called by different names

As social, economic and political institutions have changed, metropolitan areas have become key economic and political regions. Metropolitan areas include satellite cities, towns and intervening rural areas that are socioeconomically tied to the urban core, typically measured by commuting patterns. Most metropolitan areas are anchored by one major city such as Paris metropolitan area (Paris) and New York metropolitan area (New York City)

Government Agency
A government or state agency, often an appointed commission, is a permanent or semi-permanent organization in the machinery of government that is responsible for the oversight and administration of specific functions, such as an intelligence agency. There is a notable variety of agency types. Although usage differs, a government agency is normally distinct both from a department or ministry, and other types of public body established by government. The functions of an agency are normally executive in character, since different types of organizations (such as commissions) are most often constituted in an advisory role—this distinction is often blurred in practice however. A government agency may be established by either a national government or a state government within a federal system. The term is not normally used for an organization created by the powers of a local government body. Agencies can be established by legislation or by executive powers

Public Utility
A public utility (usually just utility) is an organization that maintains the infrastructure for a public service (often also providing a service using that infrastructure). Public utilities are subject to forms of public control and regulation ranging from local community-based groups to statewide government monopolies. The term utilities can also refer to the set of services provided by these organizations consumed by the public: electricity, natural gas, water, sewage, telephone, and transportation. Broadband internet services (both fixed-line and mobile) are increasingly being included within the definition.
