Covenant Party (Northern Mariana Islands)
The Covenant Party was a political party in the Commonwealth of the Northern Mariana Islands (CNMI) advocating governmental and financial reform. It was named after the Covenant to Establish a Commonwealth of the Northern Mariana Islands in Political Union with the United States of America, Act of Mar. 24, 1976, Pub. L. 94-241, 90 Stat. 263, codified as amended at 48 U.S.C. § 1801 note. In the legislative elections of 2003, the Covenant Party won nine of eighteen seats. The party mostly made up of members from the Republican Party, but many prominent Democrats would also join the party. In the 2005 general elections, the Covenant Party increased its position as one of the strongest parties in the Commonwealth when Benigno R. Fitial, the party's gubernatorial candidate, won the election. The Covenant Party won seven of eighteen seats in the commonwealth's House of Representatives and three of nine seats in its Senate. Northern Mariana Islands Senate
The Northern Mariana Islands Senate is the upper house of the Northern Mariana Islands Commonwealth Legislature. The Senate consists of nine senators representing three senatorial districts (Saipan & the Northern Islands, Tinian & Aguijan, and Rota), each a multi-member constituency with three senators. Maria Frica Pangelinan was the first woman to serve in the Senate. Vacancies In the event of a vacancy that occurs less than two years before the end of the Senator's term, the Governor of the Northern Mariana Islands appoints the runner-up of the most recent election. Should that individual decline, the next highest vote getting, unsuccessful candidate become the prospective appointee. Should all the previous candidate's decline, the Governor would then choose an eligible citizen for consideration. Gregorio Sablan
Gregorio Kilili Camacho Sablan (born January 19, 1955) is a Northern Mariana Islander politician and former election commissioner. Elected in 2008, Sablan became the first delegate to the United States House of Representatives from the Commonwealth of the Northern Mariana Islands. Sablan is the only Chamorro member of Congress. Sablan has been a member of the Democratic Party throughout his life, but ran as an Independent for the delegate position, as the Democrats had nominated another candidate. He immediately changed his party affiliation in the House to Democratic in 2009, caucuses with Democrats and has remained an official party member during his tenure, but ran as an Independent in all of his reelection campaigns between 2010 and 2020. Eloy Inos
Eulogio "Eloy" Songao Inos (September 26, 1949 – December 28, 2015) was a Northern Marianan politician who served as the eighth governor of the Northern Mariana Islands from 2013 to 2015. Inos, a member of the Republican Party, also served as the eighth lieutenant governor from 2009 to 2013. He was nominated as Lieutenant Governor by Governor Benigno Fitial to fill the vacancy caused by the resignation of Lieutenant Governor Timothy Villagomez. Villagomez was convicted on federal fraud charges. Inos was confirmed by the Senate and was sworn into the Lieutenant Governor office on May 1, 2009. He was elected to a full term as Lieutenant Governor in November 2009. Inos became governor on February 20, 2013, following the resignation of Benigno Fitial, after he was impeached by the House for fraud-related activities. Benigno Fitial
Benigno Repeki Fitial (born November 27, 1945) is a Northern Marianan politician who served was the seventh governor of the Northern Mariana Islands. The second longest-serving governor in CNMI history, Fitial was elected on November 6, 2005, assumed office on January 9, 2006, and was re-elected to a (five-year) second term in 2009. He was impeached by the CNMI House of Representatives on February 11, 2013, and was scheduled to face trial before the CNMI Senate to determine if he should be removed from office. He resigned on February 20, 2013, after 7 years, 1 month, and 11 days in office. Fitial founded the Covenant Party in 2001 after leaving the Republican Party. He rejoined the Republican Party on January 5, 2011, announcing that his goal would be to merge the Covenant Party back into the Republican Party.
