The Coronavirus Preparedness and Response Supplemental Appropriations Act, 2020 () is an act of Congress enacted on March 6, 2020. The legislation provided Appropriations bill (United States), emergency supplemental appropriations of $8.3 billion in 2020 United States federal budget, fiscal year 2020 to combat the spread of coronavirus disease 2019 (COVID-19) and counter the COVID-19 pandemic, particularly the COVID-19 pandemic in the United States. The legislation passed the House 415–2 on March 4 and the Senate 96–1 on March 5, 2020. The legislation received broad bipartisan support. Proposal and negotiation process On February 24, 2020, the Trump administration asked Congress for $2.5 billion in emergency funding to combat the pandemic. The Republican chairman of the Senate Appropriations Committee, Richard Shelby of Alabama, criticized the $2.5 billion as a "low ball" request. Nita Lowey
Nita Sue Lowey ( ) ( Melnikoff; born July 5, 1937) is an American politician who formerly served as a U.S. Representative from New York from 1989 until 2021. She is a member of the Democratic Party. Lowey also served as co-Dean of the New York Congressional Delegation, along with former U.S. Representative Eliot Engel. Lowey's district was numbered as the 20th from 1989 to 1993, as the 18th from 1993 to 2013, and as the beginning in 2013. The district includes many of New York City's inner northern suburbs, such as White Plains, Purchase, Tarrytown, Mount Kisco, and Armonk. She was succeeded by fellow Democrat Mondaire Jones. In 2018, Lowey became the first woman to chair the House Appropriations Committee. She announced on October 10, 2019, that she would retire and not run for re-election to Congress in 2020.
