By the middle to the end of the 19th century, European military research had started to examine how to maximise available small arms muzzle velocity through improved projectile design. Stronger metal casing were being used to contain cartridge propellants making small arms more powerful but not anymore accurate. Designers knew that by making bullets with a lower
