Zhao was born in Wuhan, Hubei, in October 1942. He enlisted in the
People's Liberation Army The People's Liberation Army (PLA) is the principal military force of the People's Republic of China and the armed wing of the Chinese Communist Party (CCP). The PLA consists of five service branches: the Ground Force, Navy, Air Force, ...
(PLA) in 1961, and joined the Chinese Communist Party (CCP) in the following year. He became a reporter of the '' People's Liberation Army Daily'' in 1980, and was despatched to the Guangzhou Military Region in August 1985. He served as deputy head and then head of the Propaganda Division of the People's Liberation Army General Political Department in May 1988. He was appointed political commissar of the
