Bao completed bachelor's (1982) and master's degrees (1985) in optics from

in China. She earned a PhD from the Anhui Institute of Optics and Fine Mechanics,

, in 1987. Bao was a professor at the University of New Brunswick from 1994 to 2000. In 2000, she joined the Department of Physics at the University of Ottawa. In 2003, she was named a Canada Research Chair in Fibre Optics and Physics.
