Wang was born in Fuyu County, Jilin Province, and graduated from the department of

in 1967. He joined the CCP in June 1971. Between 1977 and 1981 he served on the administrative staff of the Communist Party's regional committee in

Wang was an alternate member of the 15th Central Committee of the CCP, an alternate member of the 16th Politburo of the CCP and a Secretary of the Secretariat of the CCP.
