Volodymyr was born on February 25, 1970, in
Chervonohrad Chervonohrad ( uk, Червоноград, ; former Polish name: ''Krystynopol'', uk, Кристинопіль, 'Krystynopil', german: Krisnipolye) is a mining city and the administrative center of Chervonohrad Raion, Lviv Oblast of western Ukr ...
, Lviv region. After graduating from high school, Volodymyr entered the Chervonohrad Mining College in 1987. In 1989-1991, he served in the Soviet army in the naval aviation, and was stationed in Belarus.Володимир Тихий замість жінки свариться з папугою
