From 1970 to 1975 he was the First Vice- Minister of Sport of the USSR, and from 1981 to 1990, he was the Minister of Sport of the

He was a Member of the Executive Board from 1974 to 1978, the again from 1986 to 1990. He was in the position of Vice-President three different times, 1978 to 1982, 1990 to 1994, and 2001 to 2005. He was Chairman of the Eligibility Commission from 1992 to 1998. From 1972 to 1978, he was member of the Olympic Program commission, then he was Chair from 1983 to 1991. From 1973 to 1975, he was member of the Olympic Solidarity commission, then 1979 to 1982 member of the Tripartite commission.
