The courthouse was commissioned to replace the old Shire Hall in

. The site selected had previously been occupied by a former medieval castle and, later, that of a cattle market. Construction began in February 1986; it cost £3.7 million to build and was completed in September 1988. The courthouse was designed by Eldred Evans and David Shalev and won the RIBA Building of the Year (a forerunner of the
