Seraj taught at Bangladesh University of Engineering and Technology. He was president of the Bangladesh Institute of Planners. He was founding managing director of Sheltech. He served as the founding president of

Seraj was married to Zeba Islam Seraj, a professor at the Department of Biochemistry and Molecular Biology,

Seraj died on 20 June 2019, aged 63, of a massive heart attack in the aeroplane lavatory whilst on route from Dhaka to

, Spain, with a stopover in
