Career

Horan was educated at University College Cork. In 1938 he entered the

as Third Secretary. From 1942 to 1945 he was Consul in New York City. From 1945 to 1946 he served as Acting Head of Consular Section of the Department of External Affairs. Between 1946 and 1949 he held posts in Europe, serving as First Secretary of the legation in Madrid, then in Paris. In 1949 he returned to the Department of External Affairs in Ireland, serving as Counsellor, then from 1952 as Chief of Protocol. In 1955 he was appointed Minister in Buenos Aires, Argentina, later promoted to Assistant Secretary in 1959. The following year he returned to Europe as Minister in
