The constitutional amendment codifying the enlarged federation initially listed Sabah and Sarawak separately to the other states, however it was later amended again to list both these entities together with the other states, suggesting a status equal to the original states of Malaya. Sabah and Sarawak still retained a higher degree of autonomy than the peninsular states in areas such as immigration, state revenue, and legislative power over land and local government. However, federal influence over their politics increased over time, including direct interference in the state assemblys.
