He was the Ambassador of Brazil in a number of countries, including Austria, Croatia, Slovakia and Slovenia concurrently (1999–2002), China (1996–1999), Canada (1993–1996) and Nicaragua (1986–1991). He also served in Switzerland (1979–1986), the United States (1970–1974), Argentina (1963–1966) and Rome (1961–1963). In addition, he has been posted as the Brazilian representative to several international organizations, focusing on disarmament issues. In 2005, he was the President of the 2005 Seventh Review Conference of the Parties to the

He holds a B.A. from the Brazilian School of Public Administration and he studied in the Brazilian Diplomatic Academy from 1956 to 1957. He is married, has two grown children, and currently resides in New York, United States.
