Hopkins blamed the County's fiscal problems on Berliner's irresponsibility on the Council. Hopkins also criticized Berliner for inaction after electricity outages. Berliner won the Democratic primary with 75 percent of the vote. In the general election, Berliner was challenged by Republican Rob Vricella of Chevy Chase Village. Rob Vricella predicted that the Council would balance the county government's budget by increasing taxes. Located near the site was Ten Mile Creek, one of the last unpolluted creeks in Montgomery County.
