D'Hondt method and a

electoral threshold of three percent of valid votes—which included blank ballots—being applied in each constituency. Seats were allocated to constituencies, corresponding to the
provinces of Spain, with each being allocated an initial minimum of two seats and the remaining 248 being distributed in proportion to their populations.
Ceuta and
Melilla

The results of the 1989 general election in Melilla were declared void by the
Spanish Supreme Court because of perceived irregularities in the ballot counting process and the initial vote tally awarding the district's only seat to the
Spanish Socialist Workers' Party being extremely close. A by-election was held on 25 March 1990, in which the district's seat was won by the
People's Party by a wide margin, preventing the PSOE from commanding an overall majority in the Congress of Deputies.
