A puppet ruler is a person who has a title indicating possession of
political power
In social science and politics, power is the social production of an effect that determines the capacities, actions, beliefs, or conduct of actors. Power does not exclusively refer to the threat or use of force ( coercion) by one actor agains ...
, but who, in reality, is either loyal to or controlled by outside individuals or forces. Such outside power can be exercised by a foreign government, in which case the puppet ruler's domain is called a
puppet state
A puppet state, puppet régime, puppet government or dummy government, is a State (polity), state that is ''de jure'' independent but ''de facto'' completely dependent upon an outside Power (international relations), power and subject to its o ...
. But the puppet ruler may also be controlled by internal forces, such as non-elected officials.
