from 1970 to 2001, Bernard served as a General Councillor for the Canton of Valence-Albigeois from 1982 to 2001. He succeeded André Billoux as a member of the National Assembly following Billoux's death. He was elected in 1981 and held his position until 1993, when he decided not to stand for reelection, allowing Paul Quilès to succeed him. Bernard chaired the Syndicat départemental d'énergies du Tarn until 2014. In 2015, he published his
