The head of the department shall be the president of the state civil service commission who shall be responsible for the discharge of the duties and functions of the department. ..The state civil service commission is continued and shall consist of three commissioners who shall be appointed by the governor, by and with the advice and consent of the senate, not more than two of whom shall be adherents of the same political party.
