Mehboob Ali Kaiser was born in Saharsa and he is son of Late Choudhary Salahuddin who was a former Cabinet minister of Bihar. He belongs to a Nawab family and is the grandson of Nawab Nazirul Hasan of Simri Bakhtiyarpur (erstwhile princely state).
