List Of Foreign Aid To Ukraine During The Russo-ukrainian War

This is a list of known foreign aid, including military aid, humanitarian aid and financial aid, that has and will be provided to Ukraine during the Russo-Ukrainian War.

The United States has by far provided the most military assistance to Ukraine, more than every other country combined. Many NATO allies, such as Germany and Sweden, have reversed past policies against providing offensive military aid in order to support Ukraine, while the European Union for the first time in its history supplied lethal arms through its institutions. The Kiel Institute has tracked €93.8 billion from 40 countries in financial, humanitarian, and military aid to Ukraine, from 24 January to 3 October 2022. Out of that €93.8 billion, €52.3 billion came from the United States, €29.2 billion came from the European Union, and €12.3 billion came from other countries (mostly the United Kingdom).

Individual EU member states have provided military, financial, and non-lethal material aid since 2014. The following list is the aid collectively provided by the EU. Most of this aid has been coordinated by the European Commission.
* Around €17 billion in grants and loans from 2014 until 12 February 2022.
* €1.2 billion loan approved 16 February 2022
* €450 million worth of lethal weapons, announced on 27 February 2022, under the European Peace Facility.
* €50 million worth of non-lethal aid, announced on 27 February 2022.
* €500 million in humanitarian aid, announced on 1 March 2022.
* Provision of satellite intelligence, notably through the European Union Satellite Centre, as part of 1 March 2022 resolution on the Russian aggression against Ukraine.
* In March 2022, a total of 10,000 free beds from hospitals in the EU were "reserved" for Ukrainians and the first war casualties from Ukraine were transported to various hospitals in the union.
* Increase of military aid under the European Peace Facility to €1 billion, announced on 23 March 2022.
* Military aid increased to €1.5 billion under the European Peace Facility on 13 April 2022, assistance includes personal protective equipment, first aid kits and fuel, as well as military equipment.
* Protective gear worth over €977,000 donated to the State Border Guard Service of Ukraine on 8 July 2022.
* An additional €500 million military aid package for Ukraine approved by the EU on 18 July 2022.
* At least 1000 Ukrainian civilians evacuated for medical treatment in hospitals across the union so far.
* At least 5 million Ukrainian refugee civilians housed in the EU through a Temporary Protection Directive.
* 5.5 Million Potassium Iodide tablets provided to Ukraine though the EU Emergency Response Coordination Centre.
* Around €500,000 worth of thermal imaging equipment provided by the EU for the State Border Guard Service of Ukraine.

Iranian arms supplied to Ukraine

The following list attempts to provide an overview of Iranian-made or Iranian-smuggled weapons in use by the Ukrainian armed forces. They are believed to be intercepted armaments originally intended for Yemen. The year shown in the brackets indicates the first sighting of the weapons in Ukraine, not their date of delivery. This list will be updated as additional types of weapons are uncovered.

More than 100 companies have taken actions in support of Ukraine, including boycotts, in February and March 2022.

Provided by other parties

* "Blue/Yellow" charity in Lithuania, dedicated for supporting Ukraine, collected over €22.9 million (as of 30 March) from the citizens of Lithuania.
* Citizens of Japan donated $35 million.
** Rakuten founder Hiroshi Mikitani pledged to donate ¥1 billion ($8.7 million) to humanitarian victims in Ukraine on 27 February.
* Citizens of Taiwan donated $945 million NTD (US$33 million) as of 2 April 2022.
* Citizens of South Korea have so far donated $3 million directly to the Ukrainian Embassy in Seoul.
** Numerous Korean celebrities have donated to Ukraine. Lee Young-ae and Han Ji-min have each donated ₩100 million (approx. $87,000). Others including Narsha, Yang Dong-geun, U-KISS, Im Si-wan, Kim Eun-hee, Jang Hang-jun, etc. as well as Korean politicians have also donated varying sums.
** KOMCA (Korea Music Copyright Association) has donated ₩70 million (approx. $61,000) to assist Ukrainian musicians and artists who have become refugees, as well as those artists who have had to stay in Ukraine to fight and are now forced to witness the destruction of Ukrainian cultural heritage caused by the Russian invasion.
** South Korean "military geeks" or "밀덕" (''mildeok'') have been donating their military materiel directly to the Ukrainian Embassy in Seoul including: bulletproof helmets, bulletproof vests, military blankets, hemostatic tourniquets, ammunition pouches, first aid kits, knee and elbow guards, etc.
** Other charities and NGOs such as Come Back Alive, the Hope Bridge Korea Disaster Relief Association, the Seoul-based Good Neighbors International, UNICEF, Save the Children, etc. have also received significant donations from Korean citizens.
* Citizens globally have provided 11.6 billion UAH to special NBU multi-currency foundraising accounts and over $21 million in cryptocurrency, as of 1 March 2022.
* According to President Zelenskyy, 16,000 foreigners have volunteered to join an International Brigade in response to Ukraine's call for foreign fighters as of 3 March 2022.
* United Hatzalah of Israel sent a team of 55 medical personnel, doctors, paramedics, and EMTs, on a rotation basis to assist Ukrainian refugees in Moldova by providing free medical treatment and humanitarian aid to refugees. The EMS organization then began utilizing its Ukrainian based volunteers as well as those who came from Israel, to deliver food and medical supplies to hospitals and medical clinics inside Ukraine, while extricating injured and ill people out of Ukraine to receive care in other countries. They airlifted 3,000 Ukrainian refugees to Israel in an operation codenamed Operation Orange Wings.
* Many Airbnb users across the globe have booked thousands of apartments in Ukraine, though they have no intention to visit the country.
* Bunq CEO Ali Niknam stated to create a specialized fund to support Ukrainian refugees to get to the Netherlands under a highly skilled migrant visa.
* In the United Kingdom, the Disasters Emergency Committee, an umbrella group of 15 British charities, launched a public appeal for humanitarian aid to Ukraine on 4 March 2022. It raised £55 million ($72.5 million) in the first day, including personal donations from the British royal family. By 17 March, £200 million had been raised. A televised fundraising concert for the appeal on 29 March called ''Concert for Ukraine'' raised a further £13.4 million within 24 hours.
* In Germany, €752 million have been donated (as of End of April 2022) according to a survey by the "German Center for Social Affairs" ("DZI") among 67 aid groups including the three fundraising campaigns Aktion Deutschland Hilft, "Bündnis Entwicklung Hilft" and "Aktionsbündnis Katastrophenhilfe".
* Netflix co-founder Reed Hastings announced a $1 million donation to Razom, a Ukrainian NGO.
* In March 2022, a donation-financed airlift called ''Ukraine Air Rescue'' was established under the umbrella of the non-profit German organization ''European Danube Academy'' ("Europäische Donau-Akademie"), with more than 100 pilots participating, delivering medical supplies to the Polish-Ukrainian border.
* Citizens of Finland had donated nearly €60 million to fundraising campaigns organized by the Finnish Red Cross, Finnish Committee for UNICEF, and Finn Church Aid by 19 May 2022.
* Citizens of the Czech Republic donated over CZK 4,25 billion ($171 million) as of 24 June 2022.
* In addition to private donations, numerous American states and local law enforcement agencies are donating surplus protective equipment through the Ukrainian American Coordinating Council and other organizations.
* As of 10 April 2022, Dutch people had donated €160.8 million for Ukraine via a fundraising campaign called Giro 555 with one fire brigade donating seven fire trucks on 30 April.
* The Serbian Orthodox Church has decided to send all the donations collected in the churches to the Ukrainian Orthodox Church Citizens of Novi Sad donated clothes, food, blankets, adult diapers The National Council of the Ukrainian national minority in Serbia has initiated an action to collect aid for the war-endangered people of Ukraine, and the action is being carried out in several places in Vojvodina. The Red Cross of Serbia has opened a dedicated account to which Serbian citizens can pay monetary donations to help the endangered population of Ukraine. Serbian Chamber of Commerce asks companies from Serbia to help Ukraine. Big companies had responded, including MK Group, Nestlé Adriatic, Elixir Group, and Tobacco Industry Senta, adding that Coca-Cola HBC – Srbija and Bambi had also pledged to help.
* On 30 May 2022 the people of Lithuania raised €5 million for the crowdfunded purchase of a Baykar Bayraktar TB2 armed UAV for the Ukrainian military which reached Ukraine on July 8, 2022.
* The people of Lithuania also purchased 4 Estonian made EOS C VTOl reconnaissance drones and 110 Lithuanian made EDM4S Sky Wiper anti drone weapons for the Ukrainian military.
* On 21 June 2022 Russian journalist Dmitry Muratov auctioned off his Nobel Prize medal for $103.5 million to be donated to UNICEF's Humanitarian Response for Ukrainian Children Displaced by War.
* 1 Bivoj system (3 reconnaissance/attack UAVs + mobile command center) was crowdfunded by Czech Republic citizens and delivered in July 2022.
* By the 24th July 2022, a Polish crowdfunding campaign on the crowdfunding website Zrzutka raised over Zł 23,035,000 to purchase a Baykar Bayraktar TB2 for the Ukrainian military.
* 11 August 2022, various fire departments in and around the San Francisco Bay area donated enough fire fighting equipment to fill a forty-foot shipping container to be shipped Poland and then distributed in Ukraine.
* $1.2 million raised for the Ukraine Crisis Relief Fund by the US Open Tennis Plays for Peace exhibition.
* 1 T-72 "''Avenger''" (3rd gen tank upgrade) crowdfunded by citizens in Czech Republic in October 2022, to be delivered.

Beer for Ukraine

At the beginning of the invasion, Ukrainian brewery Pravda Beer Theatre, stopped brewing beer and started making Molotov cocktails. However the brewery shares their recipes and artwork to craft breweries worldwide to start making their beer and asked, if they do so, to make donations to their relief fund efforts. Many beer breweries worldwide began producing special beers whose proceeds would be donated to Ukraine, and spoke out against Putin's illegal actions. A number of breweries including Boston Beer Company brew the Resolve beer brand which donates all of its proceeds to Ukraine. The Boston Beer Company also donated $50,000 to World Central Kitchen, which provides prepared meals in Ukraine. Other breweries are brewing beer where (a part of) the revenue is donated to Ukraine, as shown on the website brewforukraine.beer. Also Untappd started a campaign to support Ukrainian beers.

Appealed and pledged by United Nations

The UN Office for the Coordination of Humanitarian Affairs made an appeal for $1.7 billion in aid to the 2022 Ukrainian refugee crisis – including $1.1 billion in humanitarian aid to Ukraine – on 1 March 2022.
United Nations's under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator Martin Griffiths announced that $1.5 billion had been pledged.

Russian response

Russia has sent a diplomatic letter to the United States warning it not to supply Ukraine with any more weapons and that the United States and NATO aid of the "most sensitive" weapons to Ukraine were "adding fuel" and could bring "unpredictable consequences."

Olga Skabeyeva said on state-owned Rossiya 1 TV: "It can safely be called World War Three. That's entirely for sure. ..We're definitely fighting against NATO infrastructure, if not NATO itself. We need to recognise that." She has further claimed that NATO is supplying Ukraine with "zillions of weapons".

Russia banned members of the UK cabinet including then prime minister Boris Johnson and former PM Theresa May from visiting the country: "In essence, the British leadership is deliberately aggravating the situation around Ukraine, pumping the Kyiv regime with lethal weapons and coordinating similar efforts on the part of NATO."

Russian aircraft have flown over the Baltic and Black Seas without flight plans or transponders or communicating with civilians or military air traffic controllers, and in some cases they have closely approached or slightly violated the airspace of other nations. NATO aircraft from Poland, Denmark, France, Italy, Spain, Romania and the United Kingdom, along with aircraft from non-NATO Sweden, have intercepted these Russian planes.

Other responses

Initially, a Kawasaki C-2 of the Japan Self Defence Force had been given permission to land and fly on to the UAE, for carrying aid from India and Singapore. India responded that only civilian planes are allowed to deliver aid. This forced Japan to change how it delivered its humanitarian aid.

South Korea has initially declined to send any lethal aid such as the KM-SAM missile system citing its security situation. It has since supplied Ukraine with Chiron MANPADS by routing through Czech Republic.

Taiwan has kept to humanitarian aid as well.

South Africa has maintained a neutral stance.

Future military aid

In late March 2022, Ukrainian President Volodymyr Zelensky requested "1 percent" of NATO's planes and tanks. Ukraine's requirements moved from defensive weapons which are hand-held such as NLAW, Stinger, Starstreak, Javelin and drones to heavier weapons such as artillery, tanks, and aircraft. Ukraine had been relying on Eastern European NATO members old stockpiles of Soviet equipment, but the number of manufacturers of Soviet equipment in Eastern Europe is limited.

Following pleas from Zelensky for countries to send heavier weapons and air defenses to aid in battling Russia, a meeting was held under the name "Ukraine Defense Consultative Group" on 26 April 2022 at Ramstein Air Base in Germany with defense ministers and chiefs of staff from more than 40 countries, led by United States Secretary of Defense Lloyd J. Austin III. They were joined by Ukrainian Minister of Defense Oleksii Reznikov. The meeting discussed "a steady flow of weapons and other military aid" to Ukraine.

The coalition planned to continue meeting as a monthly "contact group" to address long-term support for Ukraine. In addition to European Union NATO countries, Ukraine, and the U.S., the coalition includes: Sweden, Finland, United Kingdom, Canada, Australia, New Zealand, South Korea, Japan, Morocco, Kenya, Liberia, Tunisia, Jordan, and Israel. Their purpose is to work out ongoing aid to Ukraine, with an emphasis on providing "lethal aid" to help with the ongoing war. Austin said, "I'd like this whole group to leave today with a common, transparent understanding of Ukraine's near-term security requirements—because we're going to keep on moving heaven and earth to meet them." According to Pentagon Press Secretary John F. Kirby: "A new phase, …I think ustinalso wants to take a longer, larger view of the defense relationships that Ukraine will need to have going forward, when the war is over."

Kirby said, "I don't think anybody can predict how long this is going to go on… The truth is… if Mr. Putin pulled his forces out and stopped this illegal invasion, and sat down in good faith with Mr. Zelensky, he conflictcould be over now." U.K. Prime Minister Boris Johnson estimates that this war will endure into 2023. This follows U.S. and other NATO countries giving Western equipment to Ukraine.

Russian comments about a desire to move onto Moldova, after occupying the Southern Ukraine coast and the Donbas, also threatens to expand the scope of the conflict. Although Putin and Russian Foreign Minister Sergey Lavrov have characterized the conflict as a proxy war instigated by NATO, the U.S.-led Ukraine Defense Consultative Group reflects a broader coalition of countries.

On 28 April 2022, US President Joe Biden asked Congress for an additional $33 billion to assist Ukraine, including $20 billion to provide weapons to Ukraine. On 21 May 2022, the United States passed legislation providing $40 billion in new military and humanitarian foreign aid to Ukraine, marking a historically large commitment of funds.
