It is said (mainly by fansites) that Beale died in the early 1990s, which was when Evan Pattison started traveling. Livia did not die in the 1990s. The show's creator, Kevin Falls, in an interview after Journeyman was cancelled, outlined some of the stories that would have happened had the show continued. One of those was that an elderly Livia was still alive in 2008 and would meet up with Dan.
