Background

He was born in Beijing. A loyalist of Fengtian clique warlord Zhang Zuolin, he became the 12th Republican mayor of his hometown on September 4, 1926. He had been acting mayor since May. In February 1933, Li travelled to Chita, Zabaykalsky Krai in the

. The circumstances of his later life and death are unknown.徐主編(2007)、432頁。尾崎監修(1940)、329頁の記載によると、 中華民国臨時政府が1938(民国27年)10月1日に財政部を創設した際に李垣が同部総務局長に就任、としている。しかし、劉ほか編(1995)、1021頁及び1288頁によれば、この総務局長に就任した人物は「李桓」(別号は経武。 四川省 隣水県出身)という別人である。
