In 1969, Neupane was named an advisor to the National Educational Advisory Board. He has also served as secretary of Chwasā Pāsā, a Nepal Bhasa literary organization, and worked to promote it along with cultural expert Satya Mohan Joshi and litterateurs Kedar Man Byathit and Dhunswa Sayami. Neupane wrote in Nepali and Nepal Bhasa. He has published a book entitled ''Kehenyata Pati'' (केहेँयात पति) ("Letter to Younger Sister") in Nepal Bhasa. It appeared in 1952.
