Matsui was born on January 8, 1953 in Hiroshima, Japan. His parents are ''

In 1976, Matsui began his career by working at the

in various positions. From 1989 to 1992, he worked at the Japanese embassy in the

. He became mayor in the unified local elections on April 10, 2011. In his bid for the mayoral position, he was supported by the Liberal Democratic Party and
