Marshall was born on 4 June 1953. She studied law at the University of Glasgow, graduating with a Bachelor of Laws (LLB) degree in 1973.

(IE Glasgow City Council) and then for Glasgow DC. She then took a break from her career to have children, and was a full-time mother between 1977 and 1989. In 2004 she became the Children and Young People's Commissioner Scotland. In September 2008, she announced that she would not be seeking reappointment.
