It was founded in 1680 as the village of Balanda (), named so after the

Within the framework of administrative divisions, Kalininsk serves as the

of Kalininsky District, to which it is directly subordinated.Law #78-ZSO stipulates that the borders of the administrative districts are identical to the borders of the municipal districts. The Law #94-ZSO, which describes the borders and the composition of Kalininsky Municipal District, lists the town of Kalininsk as a part of that municipal district.
