After holding an appointment as sub-controller of Customs at Sydney for some time, Kennedy was appointed customs collector at Point Adelaide in 1934. He left Adelaide in 1936 when appointed customs collector in Victoria. In November 1943, Kennedy was appointed Assistant Controller-General (administrative). From 6 July 1944 to his retirement on 6 February 1949, Kennedy was Head of the Department of Trade and Customs.
