Downing was born on 17 April 1940 in Llanelli, Wales. He began his career as an apprentice photographer in 1956 for the ''

He was inducted into the Order of the British Empire in 1992 for his "service to journalism". Downing founded the ''British Press Photographers Association'' in 1984. In 2001, he retired from the ''Daily Express'' and became a freelance photographer. He died on 8 April 2020 at the age of 79.
