He subsequently worked as a farmer and lawyer and served in the U.S. Navy at the rank of lieutenant from 1942 to 1946. He married Nancy Hall Sawyer on October 11, 1941 and had three children with her.

During the 1959 legislative session, Copeland chaired the Senate Appropriations Committee, and in that capacity defended Hodges' proposed budget from legislators who wanted to increase public education spending. . Though they supported different policies and ran in different ideological circles, the senator thought Sanford was pragmatic and a winning candidate. Sanford ultimately won the race and sought to enact a legislative program including major increases in spending on public education. Sanford had served with Copeland during the 1953 session and sparred with him on a budgetary matter, and figured he could be an influential and knowledgeable asset as the governor's legislative liaison. Sanford stunned his allies by appointing Copeland to the role for the 1961 legislative session, justifying his decision by arguing that Copeland could sway conservatives who would be hesitant to increase government spending.


Judicial career

After the 1961 legislative session closed, the governor rewarded Copeland for his work by appointing him as a special judge on the
