The catchphrase "It's Time" was first conceived by campaign organiser
Bob Harvey. With an accompanying song for television adverts, Kirk was relatively skeptical of the phrase initially. However, Kirk warmed to the idea upon recalling his lack of enthusiasm for Labour's
