Born in Black River Falls, Wisconsin, Price attended the grade and high schools, and the

. He was engaged in milling and in the lumber business. He served as a member of the city council in 1885 and 1886, and as a member of the Jackson County Board in 1885 and 1886. Price also served as the Secretary of the Jackson County Agricultural Society in 1885. Price was elected as a Republican to the

to fill the vacancy caused by the death of his father, William T. Price. He took over representing
