In 1989, along with the other general authorities serving for limited periods of service, Rudd was transferred to the newly formed Second Quorum of the Seventy. He was released from this position and as a general authority in 1992.In April 2016, those released from the Second Quorum of the Seventy - and by extension, those previously released from that quorum - were not just honorably released, as they had been in the past. They were instead designated as emeritus general authorities. As a result, references about his death note him as being a General Authority Seventy. Rudd was president of the
