He was mayor of Valleyfield from 1894 to 1899.Magurn, AJ ''Canadian Parliamentary Guide, 1901'' His election in 1900 was declared void in 1902 but Loy won the subsequent by-election. He was defeated when he ran for reelection in 1904.
