Biography

Dmitry Bulgakov was born on 20 October 1954. Buglgakov joined the army in 1972 and studied the Volsk Higher Military School of Logistics named after the Lenin Red Banner Komsomol between 1972 and 1976. He graduated from the Military Academy of Logistics and Transport between 1982 and 1984. In 1992, he became a Major General. Bulgakov also studied from the
