Apol was appointed as General Counsel of the Office of Government Ethics in January 2014. He held a number of positions with the Federal Government, including a prior appointment as Associate Counsel with OGE, prior to 2014. Apol was named acting director by President

The appointment by President Trump disrupted the regular order of succession, as under agency rules adopted in 2015, Shaub's chief of staff, Shelley Finlayson, would have assumed the acting director role. Shaub criticized the appointment of Apol, saying "moves like pol's history of advocating for consultation with the White House prior to issuing policiesjeopardize O.G.E.'s independence." In February 2018, President Trump nominated Emory Rounds to become the permanent OGE director, and his appointment was confirmed on July 13. Apol returned to his previous position of General Counsel.
