Born in Toronto, to parents who had emigrated from the Friuli district in Italy, De Monte served in the Royal Canadian Navy during the Second World War and then earned his Bachelor of Arts degree at the

and a law degree from the Osgoode Law School in 1955. He opened a law practice in North York and practiced law for over 40 years. An active supporter of a wide variety of social charities, he was particularly closely associated with the Friuli Centre, in Toronto.
