Sullivan was born in New York City on February 14, 1886, and graduated from

. In the November 1955 election, Sullivan won a four-year term as district attorney, and served the entire term. In addition to the assortment of usual crimes, as prosecutor Sullivan most notably fought against juvenile delinquency and a racket that relabeled used television tubes and sold them as new. After his retirement in 1960, Sullivan became a director for an insurance company and a legal consultant.
