Name

The quarter gets its name from Cigalazade Yusuf Sinan Pasha ( tr, Cağaloğlu Yusuf Sinan Paşa; c. 1545–1605), an Ottoman admiral and statesman of Genoese descent, as well as a member of the influential ''Cicala'' family of
