Career

Arthur practiced law in Boston. He became a member of the Malden city council in 1885. He married Jennie Louisa Faulkner in Malden on October 11, 1887. They had two children. He represented Malden in the Massachusetts House of Representatives from 1892 through 1894 and in the Massachusetts Senate from 1895 to 1896. He was an instructor and professor of
