Biography

Cloutier holds an IB Diploma from the Petit Séminaire de Québec, a bachelor's degree in law from the University of Ottawa, a master's degree in constitutional law from the Université de Montréal, and a master's degree in public international law from the University of Cambridge. Prior to beginning his career he worked at the
