Biography

Sklyar was born in Moscow, to Felix Sidorovich, a physicist, and his journalist wife Irina Viktorovna, a one time ''Rabotnitsa'' magazine second editor. In 1985 Sklyar graduated from the prestigious

and joined the Soviet embassy in
