Group stage

The draw for the group stage was held on 19 March 2013, 15:00 UTC+8, at the AFC House in Kuala Lumpur, Malaysia. The twelve teams were drawn into three groups of four. Each group was played on a single round-robin basis at a centralized venue, with Cambodia, Nepal, and the Philippines selected by the AFC to host the groups.
