Booking.com going for $15,266 per night. In response, the Brazilian government has said that it plans to make 26,000 additional lodging beds available, including spaces on cruise ships, in schools, in new hotels, and in military facilities.
In March 2025, a BBC article reported that the new four-lane highway (''
Avenida Liberdade''), whose construction was approved in 2024 and is under way, is destined to ease the traffic in preparation for the COP30.
The project has drawn criticism from nearby residents and conservationists for its destruction of Amazon rainforest, and its consequences on climate, biodiversity and local communities. The COP30's organizers have stated the BBC's headline is "misleading", as the project is neither under federal responsibility nor part of the official COP30 infrastructure projects.
Following the publication of the BBC report, the state of Pará has denied any links, underlining that the project was planned since at least 2020 (before the nomination of the COP30 host in 2023) and that it had not received any federal funds.
While the project has been discussed since 2012, some believe the COP provided the necessary justification to start the project.
The state of Pará had previously cited the COP as one of the interests served by the project.

Baku to Belém Roadmap to 1.3T
Parties at COP29 in Baku agreed for "all actors to work together to enable the scaling up of financing to developing country Parties for climate action from all public and private sources to at least USD 1.3 trillion per year by 2035”, as the “Baku to Belém Roadmap to 1.3T”. Negotiations are expected on how international climate finance is to be scaled from the $300 billion agreed in Baku to the $1.3 trillion.
