formed the administration on the Council. Cllr Ian Gaul (Kirriemuir and Dean) was appointed Leader of the Council at the subsequent statutory meeting; Cllr Paul Valentine (Montrose) became Depute Leader; and Cllr Helen Oswald (Carnoustie and District) was elected Provost.
