Tournament Qualification

The teams chosen to play in this competition are decided as follows: *The 12 teams from the Down Division One in 2008. *The 2 teams from Division Two that earned promotion. *The winners of the Down Intermediate Football Championship in 2008. *The 3rd placed team in Division Two. In the event the Intermediate Champions are in the top 3 of Division Two, then the 4th place team will also compete.
