Life

Born ''Xhelil Bega'' in 1801 in the old
Picar Picar is a village and a former municipality in the Gjirokastër County, southern Albania. At the 2015 local government reform it became a subdivision of the municipality Gjirokastër. The population at the 2011 census was 937.
, a settlement that is no longer inhabited and in ruins, but close to today's Picar, in southern Albania, he later preferred to be called ''Çelo Picari''. In his youth he was a shepherd and at that time he was recruited by Ali Pasha in Ioannina. In 1821 he commanded the troops of the Pashalik of Yannina that were defending Tepelenë against the Ottoman army. After Ali Pasha's defeat he was interned in
