Withdrawal Of The United States From The Paris Agreement
On June 1, 2017, United States President Donald Trump announced that the U.S. would cease all participation in the 2015 Paris Agreement on climate change mitigation, contending that the agreement would "undermine" the U.S. economy, and put the U.S. "at a permanent disadvantage." In accordance with Article 28 of the Paris Agreement, a country cannot give notice of withdrawal from the agreement within the first three years of its start date in the relevant country, which was on November 4, 2016, in the case of the United States. The White House later clarified that the U.S. will abide by the four-year exit process. On November 4, 2019, the administration gave a formal notice of intention to withdraw, which takes 12 months to take effect. Until the withdrawal took effect, the United States was obligated to maintain its commitments under the Agreement, such as the requirement to continue reporting its emissions to the United Nations. The withdrawal took effect on November 4, 2020, ...

Kyoto Protocol
The Kyoto Protocol was an international treaty which extended the 1992 United Nations Framework Convention on Climate Change (UNFCCC) that commits state parties to reduce greenhouse gas emissions, based on the scientific consensus that (part one) global warming is occurring and (part two) that human-made CO2 emissions are driving it. The Kyoto Protocol was adopted in Kyoto, Japan, on 11 December 1997 and entered into force on 16 February 2005. There were 192 parties (Canada withdrew from the protocol, effective December 2012) to the Protocol in 2020. The Kyoto Protocol implemented the objective of the UNFCCC to reduce the onset of global warming by reducing greenhouse gas concentrations in the atmosphere to "a level that would prevent dangerous anthropogenic interference with the climate system" (Article 2). The Kyoto Protocol applied to the seven greenhouse gases listed in Annex A: carbon dioxide (CO2), methane (CH4), nitrous oxide (N2O), hydrofluorocarbons (HFCs), perflu ...

Swing State
In American politics, the term swing state (also known as battleground state or purple state) refers to any state that could reasonably be won by either the Democratic or Republican candidate in a statewide election, most often referring to presidential elections, by a swing in votes. These states are usually targeted by both major-party campaigns, especially in competitive elections. Meanwhile, the states that regularly lean to a single party are known as safe states, as it is generally assumed that one candidate has a base of support from which they can draw a sufficient share of the electorate without significant investment or effort by their campaign. Due to the winner-take-all method most states use to determine their presidential electors, candidates often campaign only in competitive states, which is why a select group of states frequently receives a majority of the advertisements and candidate visits. The battlegrounds may change in certain election cycles and may be ...

Coming Into Force
In law, coming into force or entry into force (also called commencement) is the process by which legislation, regulations, treaties and other legal instruments come to have legal force and effect. The term is closely related to the date of this transition. The point at which such instrument comes into effect may be set out in the instrument itself, or after the lapse of a certain period, or upon the happening of a certain event, such as a proclamation or an objective event, such as the birth, marriage, reaching a particular age or death of a certain person. On rare occasions, the effective date of a law may be backdated to a date before the enactment. To come into force, a treaty or Act first needs to receive the required number of votes or ratifications. Although it is common practice to stipulate this number as a requirement in the body of the treaty itself, it can also be set out in a superior law or legal framework, such as a constitution or the standing orders of the legisla ...

Executive Order (United States)
In the United States, an executive order is a directive by the president of the United States that manages operations of the federal government. The legal or constitutional basis for executive orders has multiple sources. Article Two of the United States Constitution gives presidents broad executive and enforcement authority to use their discretion to determine how to enforce the law or to otherwise manage the resources and staff of the executive branch. The ability to make such orders is also based on expressed or implied Acts of Congress that delegate to the president some degree of discretionary power (delegated legislation).John Contrubis, '' Executive Orders and Proclamations'', CRS Report for Congress #95-722A, March 9, 1999, Pp. 1-2 The vast majority of executive orders are proposed by federal agencies before being issued by the president. Like both legislative statutes and the regulations promulgated by government agencies, executive orders are subject to judicial ...
