Third Balkenende Cabinet
The third Balkenende cabinet was the executive branch of the Government of the Netherlands from 7 July 2006 until 22 February 2007. The cabinet was formed by the Christian-democratic Christian Democratic Appeal (CDA) and the conservative-liberal People's Party for Freedom and Democracy (VVD) after the fall of the second Balkenende cabinet. The caretaker rump cabinet was a centre-right coalition and had a minority in the House of Representatives with Christian Democratic Leader Jan Peter Balkenende serving as Prime Minister. Former Liberal Leader Gerrit Zalm continued as Deputy Prime Minister and Minister of Finance. The cabinet served during the middle years of unstable 2000s. Demissionary Cabinet
A demissionary cabinet ( nl, demissionair kabinet) is a type of caretaker cabinet in the Netherlands. A demissionary cabinet continues the current government after a cabinet has ended. This can either be after completion of the full term, between general elections (when the new House of Representatives is installed) and the formation of a new cabinet, or after a cabinet crisis. In both cases the prime minister hands in the resignation of his cabinet to the Dutch Monarch. The Monarch will not accept full resignation until a new cabinet has been formed. Between the moment in which the prime minister hands in the resignation and the Monarch installs a new cabinet, the cabinet is labelled demissionary. As a demissionary cabinet is considered a continuation of the previous cabinet, it is not counted as a new cabinet (e.g. Balkenende IV did not become Balkenende V when becoming demissionary). Snap Election
A snap election is an election that is called earlier than the one that has been scheduled. Generally, a snap election in a parliamentary system (the dissolution of parliament) is called to capitalize on an unusual electoral opportunity or to decide a pressing issue, under circumstances when an election is not required by law or convention. A snap election differs from a recall election in that it is initiated by politicians (usually the head of government or ruling party) rather than voters, and from a by-election in that a completely new parliament is chosen as opposed to merely filling vacancies in an already established assembly. A rump cabinet is a cabinet from which one or more coalition partners have withdrawn and which has minority support in parliament. Netherlands In the Netherlands a rump cabinet is not the same as a demissionary cabinet where the entire cabinet resigns and the full existing coalition runs the country until a new cabinet takes power after elections have been held. With a demissionary cabinet parliament decides which issues are controversial, which bars the cabinet from drafting legislation concerning them. A rump cabinet can take care of such issues but it does not have a majority in parliament and thus needs approval by opposition parties, which make it likely that the rump parliament will take great care dealing with controversial issues.
